WTF Taekwondo rules suck.

He can kick on the head of his opponent - and purposely fall down to the ground.

In every other sport you would get a penalty, including ITF Taekwondo - but in WTF Taekwondo you dont get a penalty, and if you kick powerful enough you even get the 2 or 3 points (depends whether you were jumping or not, but i focus on the FALLING DOWN part here)
