The ball is live once the center moves the ball. There are trick plays where the center becomes a running back and fakes giving the ball to the quarterback. The quarterback does NOT have to touch the ball for the play to be live. This play would not have worked effectively anyway. The ball was on the short end of the field. A first down would've been the MOST he could've got. You need open field where he can break away with little effort of avoiding the defense.
