It's a Victorian mechanical amusement. You put a penny in the slot and things happen. There were many different themes to these devices. Usually things like ghosts and skeletons moved about on a wire and seen through opening doors and windows. They were quite common in British seaside towns up until the 1960s.

There used to be a lot of these types of machines in amusement arcades at holiday resorts in Britain up until the mid 1960s. Some had ghosts peaking through windows, skeletons appearing through secret doors etc.
