What you are seeing here isn't the "regular " part of the train, it is the lower level of a double-deck passenger coach, this particular area is first reserved for handicapped passengers (hence the long ramp) and the folding seats, also on this level is a handicap-equipped toilet. The rest of the train has normal seating in the typical configuration.
In another video there was a sequence filmed in the same double-decker cars featureing a female voice for the station announcements (that voice could also be heard in another video recorded on a platform). Do those trains have different voice sets?

I thought you might have two sets of voices on the train since our local rail operator Metronom, who uses the similar Bombardier double decker cars, has two switchable voice sets: a female voice for regular services and the voice of a character from a children's TV series for weekends, football nights etc.
2 voice sets is a very nice idea, but the train in Israel is inactive at weekend (Because of the religious parties, curse them). BTW the red double decker trains are from Germany.
The trains are almost identical with their German counterparts: almost the same livery, interior etc. But the ramp is unusual instead of the stairs...
Too bad that Israeli Railways are being too primitive and narrow-minded. As me being being an Israeli makes envy the high rail development in Europe and even US. It might take decades (!) that we get in Israeli railways in Europeans standards.
There is a lot of job to be done and yet a a little progress has been made.

No. The female voice is used at the stations and the male vocie is used for the train itself
