It would force nukes to be diverted to new targets and even hit the same targets just to be sure. Thus reducing the effectiveness of enemy nuclear strikes. No one expects to win a nuclear war flawlessly. But a system like this makes winning that much easier. Nuclear war isnt always desireable. But its the biggest show of force of all and the most important military exchange. So the Chinese should give ICBMS where ever they are based the most amount of effort and resources.
