Like the Nostalgia Critic pointed out, Walken seems to play goofy roles seriously and seriously roles goofily (see Mouse Trap for another example of a slapstick character given an intense performance). It's great to watch even in complete toss like this movie. And this line is immense, any other actor would have been asked to do another take. But with Walken, his mistakes just seem to add more win.
