i know this: catch a pikachu in R/S/E teach it sketch (AR) and then battle (double battle) with pikachu and a PKMN which knows surf and is faster than pikachu. use surf and sketch it. then finish battle. now u have pikachu with surf. thats how i teached my deoxys roar of time, judgement, spacial rend, and shadow force. (it migrated from my emerald with 4 sketch moves and i teach them to my platinum)
