This song is not resembling in any way the track of REM. Only the guitar notes that are just very common gospel chords. If anyone was ripping off the work of others its the Spacemen3.
Just compare their stuff with garagebands of the 60ies. Look I dont mind I still it is great music.

He said he never heard anything like it before. Then he said to me it reminded him of his dog he loved that died ten years before, and who was was this group? Needless to say, he became a big fan.
