The General Welfare is as specific as it gets without saying in every clause of Article I Section 8, and anywhere else a power is granted to the government, that the government can spend on executing the power in question.
All the General Welfare clause means is that the government can tax in various ways, so long as such taxes are uniform across the United States, and that it can use that tax money to execute its specific powers.

So Congress must both “promote” and “provide for” the general Welfare. The Constitution is a socialist document.

The whole argument going on in the US today is just about as useless as the argument between Catholics and Protestants in the 1600s. Both sides were repressive, both sides were elitist and oppressed the people (even teaming up against those "extreme" protestant groups that sought equality). Like the protestants back then, the Tea Party wants to return to a "pure" past that never in fact existed and I predict that things will get bloody. Where is the accountability in things such as the FBI, CIA, or other government entities that aren't answerable to the people?
