Ummmm... ho-kay... so you want to take a National Park Site and National Historic site that's visited by 1 1/2 million people a year, the site of the first military fortification on the west coast as well as a bird sanctuary, take it out of the public's hands and put it into private development to be a playground for a few thousand rich... and we're supposed to do that... why?
