Per Ex-Im, the funds for the Petrobras security are paid directly to the U.S. businesses for their sales to Petrobras. Petrobras will not receive any funds from Ex-Im for products that are not purchased from U.S. businesses. Ex-Im reported paying U.S. companies $300 million for the Petrobras agreement as of 4/2011. Petrobras pays Ex-Im + Interest.

maybe Petrobras was drilling in the Gulf of Mexico, but outside USA continental waters, maybe in Mexico´s waters.
