The reason why was because when he was a little boy, about 10, he and some friends were about to be attacked by a hollow, his friends wanted to leave, but he wanted to fight it, until Kensei Muguruma(back when he was a captain, so it's back to the pendulum) killed the hollow. Hisagi idolized him, so he copied the 69 on Kensei's chest onto his cheek. =)
