It was a 7,0litre normally aspirated V12. No turbos. That and the 4WD made the car too long, too heavy and like you said it had trouble passing the emissions. Instead they used their racing bred twin turbo V6, which they already used in their Group C car in 1991.

A Maclaren F1 cost £680.000 Pound Sterling at Launch in 1994 and these days would be many times that and therefore almost unobtainable, On the other hand even at its Launch in 1992 the Jaguar XJ220's Price was £350.000-430.000 At Maximum and due to a Stock Market Crash at the time the last XJ220'S were much Less than that at £100.000, Not a bad deal since the XJ220 is at 223.7MPH (or 230MPH if you have one of the Six 680HP Carbon Fibre Cars) while the F1 can do no more than 241MPH at Most.
But these days you can buy a XJ220 for as little as £100.000 Pound Sterling!

Yep its an officially documented time. The car could have gone several seconds faster if it wasnt for the absolutely horrible brakes(even for that time they were constantly critizied as terrible). Also near the end of the video it shows the seiko time readout.
