Here's the tactic used when it comes to Kirby games:

Make the game as E-rated as possible throughout most of it. Once the rest of the game secures an E-rating, you can do whatever the f**k you want in the final boss: like have phase one explode in a bloody mess.

Also you got to remember. Rating Boards were more tame back then. You could get away with stuff easier back then. Things didn't change until 9/11 and the Superbowl accident. Nowadays they're more picky about what to put and what not to put in entertainment because kids these days are more aware of things thanks to the Internet that's getting easier and easier to use each year. At least we can look back at the things people got away with thanks to YouTube.

This was during the time when the ratings were K-A instead of E (1995-1998). K-A means Kids to Adults. so it was between E10 and T. You could get away with blood in a K-A game just not a lot of it or it will become a T rating. It wasn't until 1998 when ESRB noticed they needed something tamer so they made E.
