Nevermind, turns out they have the same stupid spawning rate as vehicles. If you load your game in the mansion and their not there, just exit the mansion and drive out the Mansion grounds (might not even have to go that far), then return to your mansion and they should be there. It's the same with the Helicopter on the Hyman Condo, if it's not there, just run down the street a 100 yards and return and it'll be there. A bit annoying but not exactly moaning worthy lol.
i remeber the 100. packages were a pain. i beat the game and the got all packages. but only got 60% and one day i lost my load game, so i downloaded the 100% mod
