Cat's normally don't overeat, even if they have food available at all times.

So they have been feeding it really bad food, or the cat has a condition causing it to get fat, in which case they should have acted on it in time by taking it to the vet and controlling it's diet.

Cats don't get fat because of getting neutered. That's just a lousy excuse.

Uh, no. I have a cat who is neutered and he's thin as a rail. It's called FEEDING THE CAT TOO MUCH. My other cat gained weight because the skinny cat doesn't eat all his food at once, and after he was done she would help herself to what was left in his bowl. When I started feeding them separately, she lost weight. If you really are feeding him a regular amount, you can bet he's getting more food somewhere else.
