I used to have 3 of those and I know for sure that they can't sing like that, they are having dificulties moving from one pitch to another it takes them a little while. Sure they can whistle stuff but not as clear. (But they can talk :D)

@RoiBazar Yes, you can "potty train" a bird. There are a few videos. My sun conure will not poop unless he is held up, and will wait until you put him back in his cage to poop. He does it naturally. My african grey, however, does not care where he poops. But you can train them.

I saw this after I responded to your other "potty training" question, but the answer is yes, they can. I would say go for it! I don't have a cockatiel, but I LOVE the two birds that I have.
