Here's the probable reason for this. You're touching there too soon. You need to be at high arousal for it to feel good. Otherwise the erectile tissue isn't inflated and you're pressing directly on the urethra. It feels uncomfortable, for sure -- and I'll bet it also makes you kinda want to pee! Don't go inside until it feels really good to go inside!
