Funny how the US highway system is among the most dangerous, despite its 60-80mph speed limits. Speed doesn't make a difference, driving skill does. You can drive at 120mph and be a better/safer driver than an idiot going 35mph.
Simple solution to the problem in the video: go AROUND the trailer. It's why you have a fucking steering wheel in front of you.

If speed limits truly are about "safety", they wouldn't criminalize the actual safest drivers on the road.

Also, if you are driving the speed limit, someone can still pull over with no signal..so that doesn't matter.
