Of course the water balloon thingy or something else isn't stupid and mindless when you ACTUALLY use it to cool off a place like, lets say: a WHOLE CUMMUNITY CENTER. THEN it's not wasteful at all...especially when it's the same if not less than the water running in a waterpark...which sometimes their waterpark could be broken. Or somewhere a pool could be shut down due to rats, thus them opening the hydrants. :P
