You basically wasted money during the cold war, so to answer your question we haven't landed on the moon because we were not part of a race with Russia and we spend our money on our people. NASA gets a budget of 19 billion annually from your government exclusively for deep space research. To give you an idea of how much money you Americans waste (not including Iraq), that's more than the GDP of Chad.
