It's actually an actual folk tale (a a combo of them). I admit, it's weird & makes for a great riff-fest on MST3K....but it can't really be technically a "bad" movie...just something that's odd to Westerners or those unfamiliar with the World's folktales.
.....It was also made in the 60's so special effects are gonna be rusty by today's standards. I think it's a fun, colorful, magical & yes, wacky as all get out. But it's really not any different than classic fairytales. The reason Jack Frost doesn't show up until half way through the movie is because the script is padded out with at least four other famous Russian fairy tales, since the story of Father (jack) Frost is too bare bones to fashion a feature film out on it.
