With Zuko, there's no clear line between good and evil, simply because in reality that line doesn't exist. Whatever they call evil is really what the 'good guys' think is wrong, without trying to put themselves in the minds of their enemies. 'Good' is merely how they describe their own actions because they just believe its right.
