Well it if you wanna be in the military SEALS or piloting, but you have to be extremely fit to be a SEAL (beforehand) and for piloting you need good eyesight and for the most part no medical conditions. For SWAT you need to be a cop for a couple of years and be fit as well. Some department training for Swat is as tough as military SF training. LAPD for instance has some of the best SWAT teams in the States

Well, I don't know about the UK, but the SAS certainly do not perform a civilian police role in Australia. Each state has their own PTG (Police Tactical Group) ranging from the STAR Force in South Australia, Tactical Response Group in Western Australia and the State Protection Group (TOU) in NSW. These units provide a civilian CT response and high risk situation resolve for the Australian population.
