The "answer" is enforcement of litter laws. One $ 150 ticket for having glass in one of my counties' parks guarantees you'll never have glass in a park again! As a Judge in a county of over 850,000, I officiate at wedding ceremonies in my counties' public parks. My public parks are SPOTLESS, PRISTINE & BEAUTIFUL. Like Miami Beach, over 80% of my local parks' use comes from NON-residents. Enforcement of litter laws has to be an attitude from the TOP down so that "enforcement" is "okay".
These litter bugs should be arrested!!!
