Bush realised that he would be out of office by then and just left it to the next guy to fix so he could look like he did a good job. Also both him and congress has said that they will not put ground troops in Libya, I'd hardly call that a war. P.S. plent of wars have started without congress, get over it.

For example 2nd amendment: Right to bear arms, and then they go and say what arms we can and can not have. 1st amendment: Freedom of speech, press etc, why do I have to be respectful to a police officer, why doesn't the government let you film certain things? Those were just two examples cause I ran out of space, but you get the point. The government gives us no true freedom.
