Try bulb mode w/ and w/o using flash light (from the camera)? Usually light graffiti works best at night.

I don't know anything about still picture cameras, only video cameras. Sorry.

kodak easy shares do have a shutter speed option. On the option heel u will see a S, its above the M and below the A. When u set the shutter speed u wanna press the button were it says set, then use the scroller to set the speed , then u shall be able to take the picture. :]

I can animate it, but even better is to digitally make it with Adobe After Effects. It looks very similar and would be much smoother.
