Larcio? Lucario, you mean? It evolves from Riolu. (In D/P, you can get a Riolu egg from Riley in Iron Island.) BTW, Lucario isn't a legendary, but a rare pokemon.

He's so powerful, he's the only Pokemon in the game that is forced to compensate for his sheer power with Slow Start, which halves his attack and speed the first five turns. Master ball is not the Only way to catch Cresselia or the running legendary pokemon. lower their hp, get them paralyzed or sleepy then use the move meanlook and use ultra ball or whatever. any ball works. master ball is made if you are lazy to run after them.
