well, in Court, there are different possible verdicts:
Acquitted/Not Guilty
Not Proven
Convicted/Guilty
if a case is Not Proven, the person is free, but the Court may choose to reconvene IF compelling NEW evidence comes to light.
as to the second part, those would be up to the elected government.
