I'm not black myself so I can't really speak for them but in my opinion there are basically 2 reasons:

1) When they were created there weren't enough positive black role models, partly because of effects of the dominant "normal" white culture/stereotypes. (I remember a study that found even small black children when presented with a white and black barbie doll and asked who looked more like them they pointed to the black doll, when asked who would they rather be they pointed to the white doll).

2)Having things all-black or all-[minority group] in a society that directly and indirectly discriminates against them offsets the fact that they are under-represented and under-valued in the dominant society

Why is it racist for all-white associations? There are 2 definitions of racism most people hold; one is of discrimination the other is of discrimination+power

Whites still have more power to systematically discriminate against blacks

Also even a all-black b-ball team would be hard to defend
