He's roughly half right and half wrong. There is no neutrality in faith. However, there is only neutrality in the implementation of the law and secular government should not implement Leviticus law. Look at Matthew 20:25-27, John 18:33-36, and Acts 15:24:
Forasmuch as we have heard, that certain which went out from us have troubled you with words, subverting your souls, saying, Ye must be circumcised, and keep the law: to [whom we gave no such commandment:]
