They've had cars running on Liquid Hydrogen for years. I saw a prototype on "Tomorrows World" (UK TV) over thirty years ago.
The Problems was if the car had an accident and the Liquid Hydrogen tank got ruptured....... BOOM big time. The one on the TV had a special tank that was crush proof rip proof and they were hoping to get it licensed so they could start production. Guess they didn't get approval. If any car execs read this it might be a good idea to get the plans out and dust them off.
This is an outright SCAM. It will always take more energy from your engine to power electrolysis than you'll get back by burning the resulting gases in that same engine. Flag this piece of crap
"Problem: It takes exactly the same amount of energy to pry those hydrogen and oxygen atoms apart inside the electrolysis cell as you get back when they recombine inside the fuel cell. The laws of thermodynamics havent changed, in spite of any hype you read on some blog or news aggregator. Subtract the losses to heat in the engine and alternator and electrolysis cell, and youre losing energy, not gaining it—period."

Popular Mechanics looked at water cars:
