This is the getaway vehicle if something were to go kaboom on the launch platform. Personally, I would rather have something that would go much much faster than an APC. Speed away from a kaboom is more effective than shields inside the kaboom.

It's for an emergency exit, if something goes wrong on the launch pad. It was intended for the shuttle missions. It's also used to carry fire fighters to the launch pad in case of an emergency.

They train ever member of the orbiter flight crew to drive this M113.

The M113 sits parked a few 100 feet away from the bottom of the Orbiter launch tower where cables from the top of the tower lead down to a safety 'bomb shelter' (It is a type of ZIP-LINE) that the crew uses to escape the crew cabin of the orbiter.

After reaching the shelter and if it's safe enough to travel from the shelter the crew jumps into the M113 to escape.
