nah I don't think Kabuto's that strong, he's definately Kakashi level but I wouldn't say Sannin. The only reason he beat Tsunade was because of her fear of blood, if it wasn't for that Tsunade would have pummeled him.
even so I still can't imagine him being Sannin level because I doubt he'd be able to defeat Jiraiya or Orochimaru, and its conceivable that Tsunade's the weakest Sannin and is probably out of practice compared to the other two.
