it is most probable that it was referring to the now days Iraqi Baghdad, as at those times i presume, Baghdad was ruled by the Turkic people or Seljuk(name of the founder of the state) Turks, ancestors of the Ottomans(Osmanlik in turkic, Osman being the founder), who themselves were descendants of the remnants of the older Uyghur Empire...
