No, he talks quite a lot. However, it is not entirely clear whether the other characters can actually hear him, or whether we the viewers/readers are getting a privileged insight into his thoughts. Just as here, it's not clear whether the policeman can hear him singing.
I have also been looking for this on here for absolutely ages, Paddington Bear at the Movies must be my favorite tv story from when I was a kid, you've just made a nostalgic and slighty immature 27 year old very happy! Brilliant stuff!
