the only thing that config.exe does is it defrags the game files instead of defragging the whole hard disc but i would recommend defrag your whole hard disc it makes stuff load faster

you should be getting higher frame rates. Around 30-40FPS while running it over 1080p. All I can say is update all your drivers to the latest ones.

Actually I just realised. I think it could be your Graphics Card. That is pretty low in my opinion. My laptop has a HD 4530 and runs GTA IV at medium and a resolution of 800x600 at 30FPS

I think your graphics card is holding you back. I agree your CPU is good however GTA IV runs slow becuase you havn't got a GPU that can keep up with your CPU when it comes round to gaming...(especially this game) I would just say get a better Graphics card if you have the money and if you want to. I'm a newbie so I wouldn't trust myself at a lot of things, so I reccomend that if you descide to get a new graphics card ask around and get other peoples opinion on what could be best.
