Security numbers have nothing to do with fence jumpers. High numbers of security staff are legally mandated by Liquor Licensing Victoria as this was a licensed event with over 10,000 people attending. Fence jumpers give the security staff something to do as nobody drinks anymore. Scale up the number of bouncers at your local club proportionately with the increased numbers of punters and there's your answer.
