There are lots of traditional things on submarines that are long held secrets like this song, It's called the silent service for a reason.
What also bothers me are the two qualified people drinking and hanging out with the non-qaul. When they know he should be getting signatures.
And the abbreviation is DINQ as in delinquent in qualifications.
