To get to the point where you can open a business you have to work for someone else and be smart with your money. There's no race laws stopping you from doing that and there are plenty of resources for budding entrepeneurs. If you already have an idea that you think is going to make money - put it on paper and try to get some investment money.
That basic right was not universal in europe either. A few generations ago people belonged to the land and the land belonged to a germanic lord.
