God taught us to be kind. So, I will tell Wong why he spoke in English. When a person does commits evil acts, that person will be judged by the divine justice or the supreme being, whatever religion or no-religion he/she believes in. In Wong's case, he lied, so, here comes his punishment, and he doesn't even know when, where, and how, the punishment will be. So, he suddenly spoke in English without knowing why he did that; the result...he will be our laughing stock forever.
He is pretty apologetic. He handles it pretty well here. Whatever the explanation of his poor English is, his EQ here is proved to be high. However, nothing can reverse this poor English performance, AND HE SURELY DESERVES TO BE HUMILIATED BECAUSE HE IS A BAD GUY.
