DPRK is not socialist for the same reason that Vietnam and the PRC are not socialist. It's simple, they aren't heading for communism. Socialism in a transitory period between capitalism and communism. There's an old Maoist saying that if you aren't advancing towards communism, you're sliding backwards towards capitalism. Mao said "there's nothing worse than a stagnant pond." Socialism isn't just about who owns the means of production.

@BattousaiOfChaos actually socialism has many faces. sure, for people like you and me, socialism is ideally only the transition state from capitalism to communism, however this doesn't mean that there aren't any other forms of socialism. social democracy or libertarian/anarchist socialism, are a form of socialism too, as much as i wish they'd just got another name for it, that's how the current vocabulary works.

I don't hink that the whole world is telling lies, but certainly MASS MEDIA is telling lies to the whole world, why? Because they defend the interests of speculators, capitalists, imperialists...
