The Democrats in the post Civil War Reconstruction period prevented the mostly Black Republicans new voters from voting in the South, so back then was the other way around. Funny, the roles are now reversed in an election where the Democrats picked a black candidate for President. The federal election laws indicate the need of a permanent or formal address in order to vote. Or that records must be updated accordingly by individuals as they move, divorce, etc. The problem is not the regulations but political manipulation of the human and other shortcomings created by financial failure, natural disasters and

plain human failure to update personal records. If all federal organizations were outomatically updated in a national data base; at the loss of individual privacy.
