You mean TOM as in Toms River? I'm from London but I worked at summer camp in NJ and stayed at a friends in Toms River. I saw these birds in West Milford though.

It's a young male turkey. Long legs with spurs on them, and a long neck. Male turkeys have peculiar fleshy growths on the neck, under the chin and above the beak. The one in the throat area is termed 'caruncle'.
They're pretty stupid. I've seen them eat manure off of a spreader after the farmer treated his field with it.
