This was done with the use of the glitch involving bb hood.

Basically it lets megaman keep whatever charge he had when his health is brought to 0. It's not hacked.

I know this video be old, but just for reference to anyone that bumps into it. It's not a hacked game. It's the BB Hood/Venom dead body glitch on Megaman while he was charging. Notice that Megaman is actually dead (his life bar is empty). And that player 2 has Venom/Bulleta (BB Hood). You can do it on any arcade machine but they might have taken it out of the Xbox/PS3 version.

Guys I'm not completely sure but that game wasn't hacked... I found that just like other glitches with other characters that is mega mans glitch... Charge the megabuster for a while, switch him out while still charging the megabuster. And the next time he switches back in you can fire those charged shots by just simply pressing HP
