That problem could potentially be solved by legalization (not complete), but a regulated market with coffeeshops (like in Holland). Then again, the problems you mentioned would be perhaps even worse (the availability).

My experience is the easy availability of marijhuana. That's an important point because youngsters living in urban areas have only to snap their fingers to get acces to it. I was lucky enough to be raised by parents who taught me responsibility, but youngsters who don't know that word cannot be reasonable exposed to marijhuana.
About the crimerate: it's certainly not low in urban areas! Rather high.
Regarding your second point I can tell you there are lots of drugs related problems with young adults in the north-western province of North-Holland. Softdrugs and overconsumption of alcohol are causing lots of troubles there.
My views on the Dutch softdrugs policy? Simple: make it less easy available and hopefully parents will do the rest by raising their consciousness about the dangers.
Finally I'd like to say there are upcoming voices in the public opinion proposing to introduce a membership card for the coffeeshops were the stuff can be bought. This means youngsters will need to get a membershipcard before they're able to buy anothing there. Which sounds like a good idea to me.
