I think the most important reason why you lost was the fact that you could not recover from the van strikes fast enough.

I usually plant four columns of plants and one column of pots and nothing else. This rules out the possibility of a stomp, and most importantly, it allows you to keep some pots and plants on the conveyor belt in reserve, in case of a van strike. Another thing is to never dig up plants and replace them with another.

You could try not planting in the 3rd, 6th, 7th, and 8th rows, only pots on the 3rd. He will not stomp, and the van cannot kill more than 4 plants (instead of 6), making it 33% less deadly. You'll also have room to use JPs anywhere. The disadvantage is that you kill him and the goons ~10-20% slower
