The 'Ulamah and the Students of Knowledge have warned Bilal Philips and have tried to give him sincere advice about his erroneous ways but he has not heeded their continuous da'wah. This is why the Ulamah have warned against him.
An example of this is that in his book The Fundamentals of Tawheed : Islamic Monotheism, on page 25ish, he calls to Tawheedul Hakimiyyah about which Shaykh Ibnul-'Uthaimeen (and other then him) said, whoever calls to Tawheedul-Hakimiyyah is an innovator.
And this is not a small matter rather it is the way of a sect who came out in the time of the companions of the prophet (peace be upon him) and not only that they also fought against the companions too Until 4th Kalifa Ali ibn abi Talib fought and killed most of them. Along side to this he encourages suicide booming (I seen the vid its on TY) and he works with the people of bidah which again should not be taken lightly.

Abu Zaid al-Ansaari an-Nahawi said, ''Shubah came to us on a rainy day and said, 'Today is not a day for hadeeth, today is a day of backbiting. Let us come together and backbite the liars' .'' (al-Kifaayah of al-Baghdaadee, no. 91).
Sufyaan Ibn Uyainah said, ''Shubah used to say, 'Let us come together so that we can backbite for the sake of Allaah, the Mighty and Majestic'.'' (al-Laalikaaee 1/140).
This is allowed due to the hadeeth of Hind and her saying, Abu Sufyaan is a miserly(stingy) man and he doesnt give me what is sufficient for me and my son except if I take it from him without him knowing. The Prophet said to her Take what will be sufficient for you and your son with righteousness,
There are different types of warnings. From it is to criticise the one who is deserving of that such as mentioning the faults of narrators, witnesses and authors. This is allowed by the consensus of Muslims, rather it is obligatory to preserve the religion. From it is to speak up if you see someone buying faulty goods or a person that is stealing or smoking/drinking or committing fornication, or similar to that then you mention about them. This is by way of sincere advice not with the intention of harming or to bring about corruption.
Also if you see a man going to a sinner or Innovator taking knowledge from him and you fear that he will be harmed then you must advise him explaining the situation to him seeking only sincere advice
5 Those who are open with their sins and Innovations
the prophet (saw) said that the best form of jihad is speaking out against a tyrant ruler, if this is what he did then he is not wrong, may Allah swt guide us all,
"If you find a man making supplication against the ruler, know that he is a person of innovation. If you find a person making supplication for the ruler to be upright, know that he is a person of the Sunnah, if Allaah wills.
Stated Imaam Abu Bakr al-Aajuree (d.360H, rahimahullaah):
It is not permissible for the one who sees the uprising of a khaarijee who has revolted against the leader, whether he is just or oppressive so this person has revolted and gathered a group behind him, has pulled out his sword and has made lawful the killing of Muslims it is not fitting for the one who sees this, that he becomes deceived by his recitation of the Quraan,
...the length of his standing in prayer, nor his constant fasting, nor his good and excellent words in knowledge when it is clear to him that this persons way and methodology is that of the Khawaarij. Refer to ash-Shareeah (p. 28)
what he is accused of by these people is talking out against these rulers who don't rule in a accordance with the shariah, who sit,watch and even help the enemy as the muslim ummah is being slaughtered by these infidels, this is his crime! if this is the case may Allah keep him, ali tamimi and their likes firm on their noble beliefs!ISLAM!

Mufaddal ibn Mahallal rahimahullaah "If the companion of the bidah were to speak to you about his bid'ah at the beginning of sitting with him then you would have kept away from him and left, but he will speak to you at the beginning with the Sunnah then he will put in you his bidah and your heart accepts it so when will it leave your heart?"...
So I say to this person who says that he calls to the salaf and Salafiyyah that he should be away from the innovators and make his rank clear from them. That his love and significance be with ahlu Sunnah, the Salafees.
And if an innovator attends his gathering, then he should close the path for them and not open the path of debating and arguing with them. For debating with them is not from the methodology of the Salaf. Imam Malik said "Is it that every time a man comes that is more eloquent in arguing than another man we leave that which Jibreel 'alayhi salaam brought to the Messenger sallallaahu 'alaihi wa sallam."
So this person must be with the Salafees and add to their ranks and strengthen their power, and for him to differentiate from the innovators and strives to show the Sunnah and warning against the innovations, then he will be upon the correct Salafi methodology. The methodology that differentiates and clarifies. ...
We may not tell him not to give them salaam and not give shake their hands, it some circumstances this may not be easy, but his love and his inclination must be for the Salafees and ahlu Sunnah. His inclination, love and advice should not be to the innovators amongst the tableeghis, ikhwaanis and other than them.

Read my comments earlier in the comments regarding Bilal Philips ya ukht. He has had mistakes of declaring all of the Muslim rulers in the world to be Mushrikeen and he has called to hizbiyyah for decades now. I discuss these things in enough detail. We can not take from the people with such grave mistakes because they can lead people astray very easily. Most of what he says is correct, but what he says of incorrectness is far too detrimental to one's hereafter to overlook.
His misguidance is not obvious and is only caught by the people of knowledge which makes him more harmful to the sincere Salafi than the kalaam (theological rhetoric) of some flaming Sufi with fire balls of kalaam flying out of his mouth, wa 'i adhoo bilah! Bilal Philips is like honey mixed with poison. His mistakes can turn someone into an innovator and outside of Salafiyyah.
Bilal has many errors, many of which are still propagated in the field of hajr, the ahl ul-bidah, taaawun, and we do not see any great clarity or the type of clarification from ones errors that are required when errors are made of this nature.
Remaining silent about this is a means of hiding the truth and earning the wrath of Allaah, by concealing these types of oppositions.
Especially when the daee or person under question holds great sway over people - due to his popularity or whatever.
And all of this is from the angle of wishing clarity and safety for Bilal? And secondly, so that those who might be misled by the orientations Bilal puts across can be protected from his errors.

He states that whoever rules by other than what Allah has revealed has committed Shirk and has fallen outside of Islam. The reason why this is an innovated belief is because no where in the entire Qur'an, the Hadeeth or statements of Sahabah is this declared.
The Sahabah, the Salaf and thus true Ahlus-Sunnah states about the Muslim who rules by other than what Allah reveals is they have committed kufr duna kufr (disbelief less than disbelief). Meaning that person has committed an act of disbelief that does not take one outside the fold of Islam. In Tafsir Ibn Kathir, Ibn Kathir (rahimullah) states that this is the well noted opinion of many Sahabah such as Ibn 'Abbas (radi Allahu 'anhu) and other Salaf such as al-Hasan al-Basri regarding Verse 5:44.
I heard Bilal Philips himself say here on a video I saw of him on YouTube that you can be a Salafi and still be involved in an "Islamic Organization (i.e. a Hizb)" that is not Salafi. Anyone who is not upon the 'Aqeedah (Beliefs/Creed) and Manhaaj (Methodology) of the Salaf is on something other than that, which means they have some, if not a lot, of innovations with them. It is the Ijmaa's (Consensus) from amongst the Scholars of the Salaf to abandon the People of Innovation.
The Prophet (salAllahu 'alayhi wa sallam) said, "Whoever innovates or accomodates an innovator then upon him is the curse of Allah, His Angels and the whole of mankind." (Bukhari 12/41 and Muslim 9/140)
The great Sahabi Ibn Abbas (radi Allahu 'anhu) said, "Indeed the most detestable of things to Allah are the innovations." (Bayhaqi's As-Sunan al-Kubra 4/316)
The student of the Sahabah and scholar Yahya Ibn Katheer (d 129 H) -rahimullah- said, "If you meet a person of innovation along the path, then take a path other than it"
"You will not find any people who believe in Allâh and the Last Day, making friendship with those who oppose Allâh and His Messenger, even though they were their fathers, or their sons, or their brothers, or their kindred (peaople).---
---For such He has written Faith in their hearts, and strengthened them with Rûh (light and guidance with the proofs) from Himself. And We will admit them to Gardens under which rivers flow, to dwell therein (forever). Allâh is pleased with them, and they with Him. They are the Party of Allâh. Verily, it is the Party of Allâh that will be the successful." (Quran 58:22)
The translator is Abu Muhammad Ridwaan al-Maghribi (hafidhullah). I know him personally. I've been on Hajj with him and other students of Madinah Univ and he had more knowledge than they did. I was embarrassed sitting next to him when we were all talking because I felt I had not dedicated enough time to serious devoted Islamic Studying. He truly inspired me. He indeed has a great deal of knowledge, is very close to many of the 'Ulamah and is without doubt upon khair and straightness.

Refuting the innovators and the errors of authors is not backbiting rather is a form of jihaad in defending the religion from falsehood.
There are six occasions where the scholars have reminded us about. Other than these occasions then it is forbidden.

Read my comments earlier in the comments regarding Bilal Philips ya ukht. He has had mistakes of declaring all of the Muslim rulers in the world to be Mushrikeen and he has called to hizbiyyah for decades now. I discuss these things in enough detail. We can not take from the people with such grave mistakes because they can lead people astray very easily. Most of what he says is correct, but what he says of incorrectness is far too detrimental to one's hereafter to overlook.

His misguidance is not obvious and is only caught by the people of knowledge which makes him more harmful to the sincere Salafi than the kalaam (theological rhetoric) of some flaming Sufi with fire balls of kalaam flying out of his mouth, wa 'i adhoo bilah! Bilal Philips is like honey mixed with poison. His mistakes can turn someone into an innovator and outside of Salafiyyah.

Bilal has many errors, many of which are still propagated in the field of hajr, the ahl ul-bidah, taaawun, and we do not see any great clarity or the type of clarification from ones errors that are required when errors are made of this nature.
Remaining silent about this is a means of hiding the truth and earning the wrath of Allaah, by concealing these types of oppositions.

In his book The Fundamentals of Tawheed : Islamic Monotheism, on page 25 or 26, he calls to Tawheedul Hakimiyyah about which Shaykh Ibnul-'Uthaimeen said, whoever calls to Tawheedul-Hakimiyyah is an innovator. He states that whoever rules by other than what Allah has revealed has committed Shirk and has fallen outside of Islam. The reason why this is an innovated belief is because no where in the entire Qur'an, the Hadeeth or statements of Sahabah is this declared.

The Sahabah, the Salaf and thus true Ahlus-Sunnah states about the Muslim who rules by other than what Allah reveals is they have committed kufr duna kufr (disbelief less than disbelief). Meaning that person has committed an act of disbelief that does not take one outside the fold of Islam. In Tafsir Ibn Kathir, Ibn Kathir (rahimullah) states that this is the well noted opinion of many Sahabah such as Ibn 'Abbas (radi Allahu 'anhu) and other Salaf such as al-Hasan al-Basri regarding Verse 5:44.

I heard Bilal Philips himself say here on a video I saw of him on YouTube that you can be a Salafi and still be involved in an "Islamic Organization (i.e. a Hizb)" that is not Salafi. Anyone who is not upon the 'Aqeedah (Beliefs/Creed) and Manhaaj (Methodology) of the Salaf is on something other than that, which means they have some, if not a lot, of innovations with them. It is the Ijmaa's (Consensus) from amongst the Scholars of the Salaf to abandon the People of Innovation.

The translator is Abu Muhammad Ridwaan al-Maghribi (hafidhullah). I know him personally. I've been on Hajj with him and other students of Madinah Univ and he had more knowledge than they did. I was embarrassed sitting next to him when we were all talking because I felt I had not dedicated enough time to serious devoted Islamic Studying. He truly inspired me. He indeed has a great deal of knowledge, is very close to many of the 'Ulamah and is without doubt upon khair and straightness.

My dear and beloved sister, the 'Ulamah and the Students of Knowledge have warned Bilal Philips and have tried to give him sincere advice about his erreunious ways for almost three decades now. He has not heeded their continuous da'wah that have hailed from amongst the knowledgeable ones of our time and has continued to contradict the Salafus-Salih in various ways. Now it is incumbent upon the People of Knowledge to warn against his literature.

And its not permissible to follow anyone blindly into/onto falsehood.
We accept the truth AND we reject the falsehood.
Thus we are advised to keep away from Bilal Phils until he comes back to the truth, inshallah.
