This song was originally written to be sung by a male from a male point of view with a rather slow tempo

It was a rather sad song about a guy who could not find a meaningfull relationship with a girl (as his parents wanted him to) because they (girls) "just wanna have fun".

When Cyndi Lauper recorded it, some minor changes in the lyrics were made to give it a female point of view along with more upbeat tempo and and made it the female anthem of having fun that we all know.
