@Duval904County Yes, you can use a rubber mallet, but the point of the plate/cinder block is to apply enough force to drop the center of the tank early on so that you can form the best lip possible. No more "harm" came to this tank from using the cinder block aside from perhaps some extra paint chipping, but you can easily chip paint when using a rubber mallet as well.
Im assuming this only goes for bikes with metal tanks and not ones that are covered with plastic...?
